According to the NY Times, SLC normally has about 2,000 homeless people at any given time, but it swelled to 3,000 during the Olympics and the city created a temporary overflow shelter in a warehouse.
Homeless people came to Utah from all over to try for opportunities in Utah created by the Olympics. Perhaps, some of the homeless headed to SLC stopped in Vegas on the way and decided to stay there instead. Sure, that's speculation, but that's what the Las Vegas mayor did in speculating that SLC was sending homeless his way with no evidence.

S.L. denies Vegas rumor
Mayor accuses city of busing homeless south before Games
Salt Lake City officials and homeless advocates deny charges by Las Vegas Mayor Oscar Goodman that the city's homeless are being bused south.
The accusations surfaced Thursday when both Las Vegas newspapers had comments from Goodman claiming that he had "reliable sources" telling him that Salt Lake City police were buying bus tickets to Las Vegas for homeless people. He also said that if the claims were true, "it would be war."
If somebody were truly busing the homeless out of Salt Lake City, everyone would know, said Matt Minkevitch, executive director of The Road Home (formerly Traveler's Aid). Not only would it impact services there, it would also be noticed by shelters in Salt Lake City.

I remember the media speculation on that and I always wondered if it was true.
This is a development thread, so I want to stress that I do not wish to go back to the last few days discussion since we've hopefully moved on.
