Hrmm, that's the complete opposite impression that I got from the PDF. The impression I get it that if it actually manages to happen it'll be years before we see anything.

I was just reffering to the timetable released, citing 2014 in my 1st post before any tangible details on the proposed dev. will be released. As the land transaction is listed as happening between June of this year and May 2014, among other steps in the process. I agree this is a project that could take years before it even breaks ground.

not being pessimistic at all. Just noting how large real estate transactions work. They put an option on the land, giving them time to do their due diligence before purchasing outright. That gives them several months to do geo-technical tests, market testing, line up large tenants, get planning approvals, etc. I don't think too many developers of large projects like this "buy land and ask questions later"...
Very understandable in the process involved. I truly believe this is the case, but some previous posts are sure this is a no where near going through., and fortresss should not be trusted? As posted in one way or another, wait till shovels are in the ground.

Last time I checked the title is still in the name of the number company that has owned it in the past. So it looks like the sale hasn't finalized or they just bought the shares of the number company.

Browaty wants the new East St. Paul commercial development to have egress on the Perimeter. Lovely.

http://www.winnipegfreepress.com/local/big-box-complex-sparks-threats-216117401.html

Quote:
The councillor condemned a plan that would force trucks to access the new development using Headmaster Row, a two-lane Winnipeg residential street. Truck traffic is not compatible with residential driveways, he said.

So he's threatening to cut off the new development if changes are not made to the plan.
Quote:
Browaty said while there is a need for additional services in northeastern Winnipeg, he would prefer to see the new development connect to the Perimeter or Lagimodiere.
His reasons why it shouldn't connect solely though the city are valid, but his alternatives (Perimeter or Lag) will hopefully be complete non-starters.

That is a really tricky location... it will be virtually impossible to establish a proper access route to the big-box development without resorting to a very awkward or expensive solution.

I'd say that it is such a bad location that you have to wonder why it should be turned into a big-box shopping area to begin with. The only way to handle it elegantly would be to put up an interchange on the Perimeter at Raleigh, and we know what the odds of that happening are. A more likely outcome will be sending thousands of cars down small residential streets like Headmaster and McIvor, or putting up an entrance on the Perimeter (maybe a full on signalized intersection too!).

Not to say I told ya so, but...

If you lived in there area would you want semi's going up and down your street every single day? Probably not. And If the province is that much against having a diamond interchange at Gateway/ Raleigh then this development is as good as dead.

I'm not against the development, but I can see why Browaty is putting up a fight like he is. And to play politics, isn't this what politician's are for? To ensure things are done with the best interests of residents in mind. Just to point out this development is purely in the RM of East St. Paul. Winnipeg would benefit nothing from it. So why let them destroy city streets with no cash flow coming in?

The province definitely contemplates an overpass at Raleigh going by the AT corridor presentation on its website, but have they totally ruled out a diamond interchange?

Personally, I'm with Browaty on this one. This is basically a case of an out of town developer putting up a complex on a brutally inferior site knowing that access will be unworkable. And even though East St. Paul will reap the benefits of having this complex, it will essentially become the City of Winnipeg's expensive problem.

Maybe the best thing for the City to do is to block off Headmaster and McIvor from Lagimodiere altogether and just force the store-bound traffic to Chief Peguis and Gateway.

Very good points. But again the city would be spending money with nothing in return. This is a tough one. That's why the link with the Perimeter is the best option from the City's perspective. Keeps everything out of City limits.

Frankly, I think getting rid of the signalized intersections at McIvor and Headmaster would be worth the small cost attached. It would even improve traffic flows by removing some of the red light backlog on Lagimodiere.

Generally residents don't want to give up direct access to Lagimodiere, but if there are concerns over massive amounts of cars flooding into the area you could probably persuade them. The only party that wouldn't like this solution very much is Smart Parks, but frankly if it's that much of a problem for them, nothing is stopping them from working out a deal to build an interchange with Perimeter access.

They are art displays, they are acting as temporary galleries.

I live on the border of the city and ESP. I'd *much* rather shop in ESP than go all the way into Kildonan Place or Garden City.. I'm sure most of the people living in north North K would do the same.

Why don't they just annex ESP into the city? Or, have the developer chip in a bit for a diamond interchange at Gateway/Perimeter instead of building that AT bridge. Access problem solved. I'm all for this shopping center if it can be done right.

This is the kicker right here. We all know it likely wont be done right because it is a commercial retail development. Name any spot, just one anywhere in Winnipeg that is planned properly. The developers hold all the cards in a city that sells its soul for any possible taxable properties.

I live in the area as well and like you, I like the development but only if they build the proper access to the Perimeter Hwy (Diamond Interchange). Having said this, I don't think this will happen.

This, really doesn't look that bad. Its too bad they couldn't have worked in a few small units facing Osborne, but it is what it is.
