I agree with you. Although the article is far from specific on what "will" happen over 10 years.

At this point, with the time frame involved, we really don't know? Hopefully it will contain elements/planning that will not have a "Big Box" store parking lot fronting residential units, etc.
The press release is very vague and open to much interpretation with the zoning variance they have recieved.
