If so, I suppose that a hydro substation might be marginally better than a surface lot in that at least it would define the streetscape somewhat (even if the building would be occupied by machinery instead of people), but it is by no means an ideal place for a substation considering the potential of that site. Even if it couldn't be used to build a multistorey building, even a one-storey commercial space
along these lines could fit there. One wonders why Hydro couldn't just go a couple hundred metres west to the vast wasteland that is Notre Dame and Hargrave instead.
If nothing else, at least it's a better option than gutting an entire block of Exchange District buildings to turn them into a substation as MH wanted to a few years ago.
