There are too many unknowns involved when it comes to rumours.
It is in Joe Ramia's best interest to get the best deal since he won't receive any government money until it is finished (the federal portion). Then the provincial and city portions will be through a 25 years lease once it is complete.
The fact that Joe Ramia is able to arrange the financing on such a big project gives him the right to make such decisions. It really is his money that is at risk.
