I completely agree with you. Downtown Halifax has been stagnant for far too long, especially commercially. It is only recently, partly due to the urban planning legislation 'HRMbyDesign' that was adopted a few years ago, that construction life has returned to the downtown at a pace that has moved beyond what has essentially been just a single project at a time.
And
thankfully the recent core proposals are
not suburban in format; they are mixed-use, built to the sidewalk, and encourage a culture of walking as opposed to car dependency.
With the current residential developments in the core there will be more local customers to support commercial establishments on Barrington. But...yes, I agree with you that Barrington has certainly been suffering, and it's quite embarrassing.
Halifax also needs to reform its tax system so the suburbs are paying their fair share -- or at least something closer to it...
