I remember during the flood at different resturants in the city that a lot of times the millitary would not have to pay for their meals. Either management would comp the bill or other customers would arrange to take care of it.

I remember when I was living in Riverbend, every time we drove by Kildonan Park and the golf course, there would be trucks going onto the berm where the old rail line use to be, and they would be putting in sandbags and earth dikes along the riverbank.

Also, I remember driving by a group of firetrucks and emergency vehicles by Kildonan Park on Main Street, when they sadly found Adam Young's body in the sewer system, in which he drowned at an open culvert outside Leila North school in Amber Trails back then.

i don't get why the city still has to sand bag....if you haven't made a permanent solution to flooding by this point, you kind of deserve it....do we intend to do this forever?

Also there are some locations that the river bank can't support a permanent clay dike but can hold sandbags for a few weeks if required.

The only way to avoid diking these locations would be to buy them out and I don't think the money is there to do that.

I agree completely.

If one year you get a sandbag dike, it should be replaced with a permanent clay dike that fall.

Then I should have the right to fuss about having to pay to protect their property every second year.

AJ has it, some of these people with riverfront refuse to have a proper — installed to maintain their precious views. I have always said that if you choose to live on the river it is your responsibility to ensure the safety of your property.

I was thinking about this regarding Fargo. How many years in a row can they be in emergency mode? It seems that they have had an flood emergency 3 out of the last 5 years. Fix the damn problem already.

This is 100% correct. A permanent dike is not possible is some locations.

The problem is agricultural drainage and it can't be fixed unless farmers are paid to return productive farmland to wetlands.

The US Army Corps of Engineers doesn't do floodways, they do levies. Although Fargo has talked about a floodway it isn't likely to happen ($$$).

It would make far more sense to spend the money to reduce the problem than to spend the money on a solution. Drainage is increasing every year so floods will continue to get worse.

The sand bagging issue does get tiresome year after year. If you take Roslyn Rd. for example, there is at lease 3 properties(large residential properties that either pump water out of thier parking structures, nearly every year, sand bag from year to year or just let thier parking lots flood, evergreen did do some improvements a while back but most of these are in the very core of the city. St Boniface Hospital is well protected? Is thier a solution, other than constructing new residential structures, beyond the rise of the river height in a 1 in 100 year flood? Or is it lack of will from the city/ province.

Perhaps a permanent house shouldn't be there either.
