As for US Scareways, at this point I think Pittsburgh and Allegheny County just need to throw them the hell out of dodge and tell them to get lost. It isn't that easy. Any airport which receives government funding, including FAA support, cannot refuse access to an airline which requests it. Even airports like JFK, which is severly restricted during prime times, must grant a certified carrier access. In the case of PIT, I really doubt there could be a case for refusal based on activity. The only way that US/AA could potentially be pushed out is if a major carrier decided to begin (significant) services to the same top 5 business destinations - New York, Philadelphia, Chicago, Boston and DC.. and those services and FF perks where sufficiently better than US/AA to cause business travelers to switch. IMO, if it didn't happen before the US/AA merger, the chances are very low it'll happen after. An example of how ingrained Pittsburgh travelers are with US, is the less than stellar performance of Jet Blue.
