They didn't even start the renovations of the building itself until after the Olympics, and the outdoor park didn't really get started until they were nearly finished the building renovations. I'll agree that the progress from then has been slow, but you're exaggerating somewhat considering that Science World is a charitable organization. It's not like they had the money sitting around to get this done in a few months.

And if you really wanna be picky, the project was first announced in 2005.
