Why does a museum need to be a "truly amazing piece of architecture"? Have you heard of the "Bilbao Anomaly"?

While I am all for good architecture I am very much against blowing your whole load on the build and nothing on the exhibits.

I guess time will tell if we have a Bilbao Guggenheim or a flop.
