What are the blue and yellow "platforms" attached to the side of the building used for?

I have seen them drop supplies off with the crane onto the yellow platforms (that way the jibbing tower cranes can place items on floors already completed). As for the blue platforms with the little portable, I think they might be foreman shacks so the workers don't have to go all the way to the main level to look at blueprints and such.

Hard to believe there's only twelve more floors left of this. It seems like yesterday that it started construction.
