Catering to automobile doesn't create traffic relief, it promotes driving and if anything, causes more problems.
I have to agree with Headhorse, unless they use some of the spending to migrate people away from driving the changes won't help much. The problems might be displaced and traffic might flow smoother on the streets they upgrade (one must assume St. James), but what happens to the cross streets?
Traffic relief comes from: increasing the cost of driving and decreasing the barriers to other transportation methods.
