You can't yet compare the Exchange to Osborne. There is but a small fraction of the amount of people in the Exchange so far.

But again, I don't think its the actual liquor mart being across from Centre Point that is the issue as much as its surrounding location. I feel safe walking around that liquor mart, but I can't say I feel as safe walking by the Giant Tiger. The liquor mart has a security guard making a presence to curb vagrants. I can't say the same for Giant Tiger.

Well, at least we both agree on something. I've gotten followed and stared down by groups hanging out around Giant Tiger ALL the time, and so has my family cause we go there for shopping trips every so often... reminds me, they touch my little sister or my mom, they're going to end up in the Marlborough windows just across the street...

The Woodbine, the McLaren, and The Manwin is maybe what you're getting confused with, BECAUSE THAT's a contributing factor to the slow development in the Exchange areas

Osborne Village has an established community of buskers and artistic people out in the daytime, or at night. Lots of people too, with VERY GOOD security. I have never had a problem in Osborne Village during the day, nor the night. Plus the $10 club cover charges, along with the metal bar with bikers (or the metal bar with big guys that don't take crap from anybody, aka the Toad) and highly socialist, looking-after-eachother populace keep most of the riff-raff away. A week or two ago, I was waiting in a bus shack, then these two really cute French-Canadian girls came inside. Not even 30 seconds later, this gangster guy with no two front teeth that smells horrible (I'm not kidding), came in and started hitting on them hardcore. If I wasn't there, he probably would've done worse...
Don't even get me started on the Woodbine... on the day of the CPR railyard discussion w/trueviking, I stopped just outside the Woodbine on the bus before the event. 5pm on a weekday, drunks fighting and yelling while officeworkers trying to feed their families are trying to get home. Did I also mention the drunk that started shit at our table just after trueviking left? Out of all places, I thought that the FP Cafe would be the place I'd
LEAST expect to see anyone like that (or have someone put out their cigarette on a plate of food). Reminds me again, why I don't go out alone in Downtown between 6am and 6pm, unless its on a brightly lighted street with pedestrian traffic (Broadway)
The downtown homeless/drunk/beggar crowd
has to be dealt with, so that these areas can actually develop. That or better security. Well, that or I can do all my Downtown travelling when its -40, so they'll never be outdoors. In fact, the whole city needs to be dealt with. I'm starting to see these guys at Polo Park and more scaringly, CHARLESWOOD.
CHARLESWOOD. The most suburban place I can possibly think of. Maybe then, along with a grocery store and developers making buildings for rent,
not for profit, then we can see this part of the city come alive.
Before anyone calls me out on this post though, I'd like to mention that I'm Metis myself, working-class, mostly poor and I've had alot of nasty run-ins with these guys before... just saying.
