Correct, and Berlin hasn't been the largest metro in Germany for a very long time. Rhine-Ruhr has around 11.3 million people. It's a polyglot (much like Osaka) comprised of many cities like Cologne, Dusseldorf, Dortmund, Essen, Duisburg, and Bochum. Area wise, Rhine-Rhur is the same size as the Toronto CMA, but with twice as many people.

^ I'm starting to find it redundant. The first one or two pics with those guys on the roof of buildings under construction was funny, but it's like the millionth time I see them. Yeah you're up there and courageous, that's nice. (the view is impressive though)
