As the person who partially authorized SPI 16, the answer is yes. You can do a few things:
1. Mandate liner spaces at all levels, not just the first. I've done this in several new codes I've written.
2. Improve the standards for ground floor space - minimum floors heights, etc.
3. Mandate unbundled parking, meaning that all residential parking must, by law, be park-for-hire/purchase that each residents can optionally rent or not take. This has lowered effective parking in cities that have used it.
4. Eliminate parking requirements and let the market decide what is really necessary.
There are several other things that could be done too, but I think these are the big three. Other options, like mandating underground parking or the Metropolis model would stop all new development in Midtown.
