This may be true but the University Ave side of the lot has been vacant for about 30 years. I don't know how long the rest has been vacant for but I would not be surprised if it were 50 years or longer. Many empty publicly-owned sites in Halifax are very old.
Long-term government land banking doesn't seem to make much sense. It's bad for the city and it is hard to predict what land needs will be many decades in the future. In the case of the VG, it may be that they will never need that land, and yet they gave up millions to hold onto it (imagine the price in 1980 invested for 30 years).
If they didn't have the land for the hospital they'd be able to buy it. If you are putting up a billion-dollar structure you can tear down some old houses or warehouses for it, and it's worthwhile to spend a few million extra to get a good site rather than going with whatever the government happened to own.
The stadium discussion suffered from a similar attitude -- many people favoured the quick and dirty Dartmouth Crossing solution instead of the inner-city solution. It costs more to find a good site but when you're talking about a 50 year piece of it's absolutely worth it. The same thing goes for paying more to put transit in the right spot.
