Well hold on. That's a lot less than RTD is proposing. RTD's NW plan has 15-minute peak headways to Boulder and 30-minute off-peak, so we're talking literally half as many trains in the Fort Collins scenario, meaning there are literally twice as many freight slots available. It's a big difference.

That might very well still not be enough slots for the freight, but it's enough of a difference that we shouldn't take it as an assumption.

OK, I've looked at the EIS. The big problem with using the existing freight tracks appears to be that they have a 49mph speed limit. That's too slow for such a long corridor. None of the other objections cited in the 2 pages of the EIS that I read are very compelling to me. But that 49 mph problem is a big one.

I think you're reading the wrong part of the EIS. That section explains how alignments were compared, and I am sure that was a factor when comparing like alignments. But once you select an alignment, you still have to drill down into detailed operations. On 2-70, the description of the preferred alternative, it seems like they considered both double and single track alternatives within that alignment, and decided that in conjunction with express buses, single track would be adequate. It seems to imply a new track in the existing ROW.

As for the rolling stock they choose to use... people make way too much of that. We can find something that works. ROW, however, is much more difficult to conjure up. If you have a better idea for ROW, I'm sure they'd like to hear it.

Read it more carefully. They are talking about single tracked in the sense that the East Corridor or NW is single tracked in sections because frequency does not require double tracking along the whole length. Except the single track in this case would be the existing BNSF railroad.

There is no scenario under which "the western rail lines would cost approximately 35 percent less than a comparable length of central rail line because the western line would utilize the existing BNSF rail line while the central line would require construction of new track" where the CDOT trains are not sharing track with BNSF.

I would build proper HSR along I-25 along ROW the state already owns.

For Cirrus:

Preferred Alternative Commuter Rail Service Plan
North of the South Transit Center in Fort Collins, the commuter rail would operate on 60 minute headways during both the peak and off peak periods. Between the South Transit Center and the FasTracks’ North Metro end of line, rail service would be provided every 30 minutes during the peak periods and every 60 minutes during the off peak periods. The FasTracks North Metro rail line will operate on 15-minute peak period headways and 30 minute off peak headways. The North I-25 commuter rail would operate as an extension of the FasTracks North Metro service, with every other North Metro train traveling on to Fort Collins.

From the CDOT State Rail Plan, a general discussion of the issues:

in planning for new intercity passenger rail services, two basic concepts are frequently evaluated. One is to use an existing rail corridor with added infrastructure to accommodate new passenger train services. The second concept is to develop an entirely new corridor in undeveloped or “Greenfield” property, with corridor facilities designed exclusively for the new passenger services. Each scenario has opportunities and issues that are described in the following sections.

Nearly all of the passenger rail services in the United States operate on existing freight railroad tracks. Even the Northeast Corridor, owned by Amtrak, is used by freight trains, except for limited segments through station areas such as Penn Station in New York. This can permit the use of existing rights-of-way in dense urban areas and can spur redevelopment and transit-oriented development at stations. By using the existing right-of-way, tracks, and bridges for passenger rail service, less property acquisition is usually required and a lower cost can potentially be achieved for start-up of a limited service on those existing tracks. Multi-modal stations are often possible with light rail, bus connections, and bicycle and pedestrian networks at downtown stations.

Shared corridors are only viable if the existing capacity is reserved for freight railroad expansion or if the freight corridor has declining demand. A win-win arrangement is possible if the passenger operations replace the capacity their service will consume. Environmental impacts are less likely to be identified by using the existing right-of-way and infrastructure rather than a Greenfield alignment. Freight trains already cause noise and vibration; they whistle at crossings; and they cause grade crossing delays for roadway traffic. In addition, existing rail lines are located in more densely developed areas, resulting in better market penetration. The use of existing rights-of-way may make passenger rail projects more acceptable to the public.

Issues: Shared Corridors
Whenever freight and passenger trains use the same tracks, operational conflicts occur due to the differing service requirements. Shared corridors often have limited capacity for new passenger services due to the volume of existing freight traffic. Passenger train speeds can be limited due to conflicts with slower freight trains. Shared corridors require agreements to share operating and maintenance costs. Private railroads will require protection of their freight capacity and will insist that the public fully pay for the capacity it consumes. For future passenger train operations, FRA regulations will require a Positive Train Control (PTC) signal system. While these systems may be costly, a well-designed system can increase rail capacity on a particular line. To preserve the capacity required for the railroad’s existing and future freight service, additional mainline track and passing sidings likely will be required. Passenger trains require higher track standards and improved signals for higher speeds. Even with the added tracks and signal improvements, delays to passenger trains can occur on shared tracks due to freight operations such as switching on-line industries.

Slow orders that are acceptable for freight operations must be corrected rapidly to avoid passenger delays. Freight operations limit allowable super elevation on curves, limiting passenger speeds. Freight railroads have to agree to any changes made to their track structure (i.e. super elevation) or their signal system. Potential disruptions with freight derailments are always possible, including hazardous materials spills.

Opportunities: Greenfield Alignments
With an entirely new “Greenfield” alignment, a new corridor right-of-way can be designed and built for higher speeds with standards for higher speed passenger trains. The new corridor, if only used by passenger trains, has many distinct advantages as witnessed by the TGV intercity passenger trains in France, the Shinkansen in Japan, and the new HSR lines in China. This can include steeper grades to reduce cuts and fills. In France, grades up to 4 percent are used as compared to a desired maximum of 1 percent in the U.S. for freight operations. Higher rates of super elevation on curves without freight trains are acceptable allowing passenger trains to attain higher speeds. All of the new capacity is available for passenger trains, potentially reducing the need for double tracks in some segments since there are no freight operating conflicts.

Opportunities: Greenfield Alignments
High-level platforms can be used for faster boarding and deboarding, and Americans with Disability Act accessibility requirements can be provided more easily. The potential also exists to use lighter weight rolling stock if the passenger trains do not operate on shared track with freight. Without the clearance requirements for freight trains, a new service could use a joint corridor with a freeway or a toll road. Lower track maintenance costs result from operations with only passenger trains without the track loads of heavy freight trains, particularly unit coal trains. Operations of the trains also are often under the control of the passenger entity. This provides more flexibility in scheduling frequent passenger trains without freight conflicts. The new corridor could serve outlying areas and new stations where new developments are occurring.

Issues: Greenfield Alignments
Offsetting these opportunities is the need for a new railroad right-of-way. This can result in very high property acquisition costs in developed areas. As a result, Greenfield alignments usually do not serve downtown areas directly. Creating a new linear corridor also could create a physical barrier to future development with the need for added bridges to cross the corridor. A new corridor could divide farm and ranch lands or residential neighborhoods. Construction of a brand new corridor would result in construction impacts, including numerous potential environmental impacts to wetlands, Section 4(f) properties, historic sites, protected species etc.

You need to go back and re-read the low cost rail options (around 2-20) under Package A. That is exactly what they are talking about. One new single track, and passing track.

There was an option for constructing a one new track and using a shared track, like what RTD is doing, but that is not what we are talking about in the preferred alternative.

RTD had 30 min headways to Longmont peak (20 min to Boulder), 60 min off peak. See slide #7

Where are you guys reading? Everything I read re: the preferred alternative implies one new track.

The "one new track" is the passing track. From pages 2-70 & 2-71 (the preferred alternative).

One of the low-cost options examined for Package A, single tracking commuter rail, was also considered for evaluated for the Preferred Alternative. The advantage of single tracking was cost savings and a reduction of resource impacts. In conclusion, the use of Express Bus to complement Commuter Rail service in the Preferred 6 Alternative provides reliable, expandable transit service of sufficient capacity in the I-25 corridor and western communities. Together, these two services provide the reliability, expansion benefit, and capacity comparable to the double track commuter rail system evaluated in Package A.

The single tracked line would have passing track in four locations. The length of the passing track is a main factor regarding the ability to accommodate early and late arriving trains. Long passing tracks provide more flexibility. The design of the Preferred Alternative provides the longest passing track possible without impacting sensitive environmental resources.

Passing track would be located at the following four locations:

-North of the North Loveland Station between 3.0 and 5.8 miles long
-North of Berthoud Station between 2.4 and 5.7 miles long
-South of the North Longmont Station between 2.1 and 3.8 miles long
-North of the I-25/CR 8 Station between 4.6 and 7.7 miles long

I edited while you were posting, so I'll move it down here:

Either way though, does it matter? Hourly headways with new passing track from CDOT seems much more realistic. I refuse to rule out any future use of shared track/ROW with railroads anywhere in the state, just because RTD was stupid about it and got bit hard. The reason everybody does it nationwide is exactly because it is cheap and convenient (convenient, in that the freight tracks go where the people are). Putting a HSR up I-25 is asinine. It would take me just as long to get from the station into Ft. Collins proper as it would from Denver to Ft. Collins, and I'd pay twice as much for the privilege. Any system that is entirely park-n-ride/feeder bus based, but claims to be "high speed," is a joke.

Like I said above - may also have been missed, because my machine just isn't updating quickly:

Mark my words, this [the HSR study] will never happen. At least, not until we have some sort of inter-city rail established first and we can upgrade incrementally. California is struggling enough with something like this, and they've got 30 million people in their proposed service area. I think we should be a little more realistic. The North I-25 proposal and its $2 billion price tag will be difficult enough for us. And frankly, I'd rather have a slightly slower system that actually gets me into Longmont, Loveland, and Fort Collins (and someday, Colorado Springs), rather than a zippy system that I have to drive or bus-transfer to access.

EDIT: I found their approach in Colorado Springs to be especially comical. I'm not sure they could've conceived of a worse system if they had tried. Woodmen/Powers and the Airport? Those are both roughly 10-15 miles from... well, *everything*. I'd rather take a horse and carriage than high speed rail if it promised not to dump me off halfway to Kansas. Sorry, but the correct approach to transit planning is not to run away anywhere it looks like access might be a challenge. I am sure they saw that accessing central CS would be tough, would drive up costs, and might affect their (preordained) conclusion that system benefits outweigh costs, so they simply chose to avoid the problem.

And this. This summarizes my takes on both plans:

Seems to me, $900 million in BRT in the US 36/SH 119 Denver-Boulder-Longmont corridor, plus $2.1 billion for I-25 north highway improvements, including commuter rail from Denver-Longmont-Loveland-Ft. Collins, plus BRT from Denver-Ft. Collins, Denver-Greeley, Greeley-Ft. Collins, and both Ft.-Collins/Greeley-DIA... all of that for ~$3 billion is pretty good deal for Colorado taxpayers. You'd be able to get from Denver Union Station to *everywhere* north of town on pretty decent transit in dedicated (or mostly-dedicated, if you include the HOT traffic) ROW. So what if it isn't the latest and greatest in Chinese high speed rail? It'll be much faster than the auto, it'll be comfortable, it'll be affordable (versus the $40 projected fares in the HSR study), it'll actually go into the cores of these cities, and we might actually be able to fund it sometime in the next 30 years. That's good enough for me. Ideal? No.. but good enough, and realistic (something we haven't yet fully figured out how to embrace yet, when we're still seriously discussing $14 billion rail lines.) I'm not willing to wait another 50 years for transit of any sort. If it's a rapid bus and the occasional commuter rail, so be it.

First read the description of "Package A" (Package B is just buses). Package A is 100% double track (why I think you are confused):

Package A also includes a double-tracked commuter rail 26 line using the existing BNSF railroad track plus one new track from Fort Collins to downtown Longmont. The new second track was eliminated for a 500-foot segment of the corridor in Loveland to avoid the historic Loveland Depot and in a second location – adjacent to a historic residential property at 122 8th Avenue in Longmont. This would result in bi-directional service along the existing single-track BNSF line near the proposed Loveland station and adjacent to the residential property in Longmont.

Then read the Preferred Alternative (which combines A & B):

The Preferred Alternative (Figure ES-5) would combine elements presented in Packages A and B and would include multimodal improvements on multiple corridors. . .

The commuter rail would consist of a single track with occasional passing tracks at four locations. The BNSF railroad is requiring that commuter rail utilizing BNSF track upgrade BNSF facilities to include a maintenance road where maintenance access is not available.

That explicitly states that the commuter rail will utilize BNSF track.

I say it's better than nothing. This is already a $2 billion package. How much more can we expect for now?

If somebody can find a better alternative that isn't outrageously more expensive, I'm sure somebody would love to hear about it. But we have got to stop letting the perfect be the enemy of the good here. We are not going to get European-style high speed rail on the Front Range anytime soon. Period. It's just not going to happen. We haven't raised gas taxes in 20 years. It's a pipe dream, and one which stands in the way of any progress, because we will never ever vote for it, and there just isn't enough money in Washington to expect that Colorado is going to get $30 billion of it.

Yes, to Longmont. But Longmont only gets half the trains. Denver-to-Boulder is 15 peak / 30 off according to the final EE (page 37).

Totally. We have to start somewhere. And I'd be completely willing to accept a bare bones system with 2 trains a day in each direction as a logical and inexpensive first step. Other states have done things like that, and it works just fine for what it is. You call it an Amtrak line rather than commuter rail line, and everybody is happy to have it.

But that still leaves the question of buses. If we can do better with buses, why shouldn't we?

My concern is that we'll go down this path and find its 300-400% more expensive than originally conceived. NW rail on steroids. It's bad for all the reasons NW rail is bad. John Tayer on the RTD board thinks the NW rail costs will eventually be higher than 1.7 billion (http://www.johntayer.org/2011/12/23/the-...new-implementation-options-on-the-table/). We can spend 5 years negotiating with BNSF to find out.

At least with I-25, you already own the ROW, and the performance characteristics of the train will be much better because its a much straighter alignment. Whose gonna take a train that takes 93 min from Ft. Collins in that corridor (very sprawled out)? No one, that's who. They might take one that takes 42 min. TGV stations aren't always built in the center city. And to compare apples to apples, the Phase III (covering the I-25 N study area) in the RMRA study cost estimate is 4.1 billion, and this also includes a segment from Colorado Springs to Pueblo.

I would do proper rail #1, buses #2 (although you could argue why doesn't the private sector do this like on the east coast if there is really demand -- unless you are talking about what we here call "REAL BRT"), and what bunt proposes (crappy unused commuter rail, the NW rail line on a grand scale) #3. Personally, I couldn't care less if Amtrak discontinued service to Denver. For the subsidy we put in, it adds no value. The annual passenger numbers are like an afternoon at DIA.

Would CDOT really be as silly as RTD? I cannot honestly believe they would not look at the issues that RTD is having with the NW Corridor and BNSF and have a go-around in place.

The link I provided was current as of 5 days ago (in Phil Washington's presentation no less). Boulder is 20 min peak, 60 min off peak.

OK. So the freight companies can point to RTD saying different things at different times, and not really knowing what they need. And even at 20 minutes that's still more train slots than a Fort Collins train would need. So for the freight companies that own the line, it's easy to see why they told RTD no: RTD can't reliably guarantee that they won't need more train slots than the freight company can give.

As for bunt's idea about a bare bones system, we've talked about that before. I suspect it could be done *extremely* cheaply. Even more cheaply than the EIS says, if they really went bare bones. Get trains used from someone like Metra or Metro-North, don't do any capital improvements except those at station platforms that are required for safety by the FRA, run 2 trains a day in each direction (1 in the morning and 1 in the evening each way), and call it a day. Unless there's some fatal flaw somewhere you could probably do that for $30-40 million, which is not expensive at all. But you'd only get a couple of hundred riders per day. If your goal is a robust transit network, the you'd be better off with BRT. But this would get your foot in the rail door, and might make true HSR easier down the road track.

Bare-bones, won't happen. BNSF would still require all their facilities along the line to be upgraded and modernized, a maintenance road to be constructed along the entire route and probably a concrete barrier wall to be constructed to seperate tracks (as they concluded in the NW Corridor, for "safety reasons"). BNSF would probably throw in new track milage to be constructed (even though it's not needed), to garrentee BNSF had not only capacity flexibility now, but well into the unforeseeable future. And of course, they want all maintenance costs for like a 30 year period, to be paid up front, over only the first 3 years or so of passenger line operation.

I doubt very seriously those demands would stay the same for a bare bones operation. Those sorts of of improvements aren't typical of the sort of arrangement I've described, which again is very common around the country.

And even if they did stay the same, it wouldn't take much political pressure to negotiate a better deal. Those are the sorts of demands that come from someone who is negotiating with a powerless foe. If the state wanted to make it a priority, it wouldn't take much pressure from the legislature to ease those demands.
