I've heard that FCC's current lease is due in 2015 (not sure if beginning or end of 2015) and that they want the second tower built before signing a new lease. Since this building would be much easier to build than something like a Havard tower 3 (don't need to dig a hole, first two floors already exist, smaller in height and size), I suspect that this one could go up quite quickly, certainly less than 2 years. So if you do the math 2015 minus 2 years max, it would have to start by 2013 at the earliest. I suspect that other factors could determine a start date, like demand for the space vacated by FCC's other office use etc.
As for the height of the second tower, I am not sure, I think I saw a pic of the original plan at one point and seem to think it is taller than the current one but skinnier, however, I may have that backwards. Havard could also change the plan as the existing one must be very old by now..
So I wouldn't expect to here anything in the short term but it's not too far off that's for sure..
