The idea of schizophrenia occurred to me as well; it often manifests itself in the teens and twenties and drug use could be an attempt at self-medication, more a symptom of his illness than the cause of his behavior. If you get involved, it should be from a safe distance to avoid physically endangering yourself. It's not possible to know how he might interpret your actions.

The World War Memorial probably is the most imposing, inside and out, among a grand collection of monuments and public and private buildings in downtown Indianapolis. I'm glad it wasn't seriously damaged.
Edit: Funny. It just occurred to me that the guy may have been attempting
to emulate the magnificent "Pro Patria" bronze sculpture on the steps leading
up from the Mall:
If so, I think he fell a little bit short of the image he was trying to achieve.
