Exactly, when one lives downtown, especially bordering large commercial / entertainment districts, you should expect such lighting features to be part of the experience.
This is where i feel some are far to strict on the precedent attribute. For example, if you buy a condo in a tower in the heart of the west end or in the middle of a nearly pure residential area, then yes you do have some right to be angry about big flashing lights / new bars and clubs being built in your building.
But lets say you bought a condo in a tower on Robson street or Granville street and they decide to put in a new bar / club in your tower. In this case, i feel that the fact you bought your condo there you accepted the fact that since you are in / near a major commercial / entertainment zone, that such facilities will likely be built below / around you as the city, and therefore these zones, expand.
So for me it is not the fact if the pub / lights were there when you moved in, but where you decided to move. If the possibility of such features being built near you leaves a bad taste in your mouth, then don't buy in areas that are likely to be subject to such expansions (such as around the stadiums in this case).
