A lot of it is, although I am curious if the slate is only used for the base (sub-sea level fill) because the only reason why the slate is allowed here is because the salt water will neutralize the acids in it. So any slate above the water line would not be instantly neutralized, although the runoff would. I forgot to take a good look at the material above sea level while I was over there.
