There may be a misunderstanding about the difference between
affordable housing and
subsidized housing. Private builders, even the big names, build affordable housing.
Affordable is anything that sells/rents for below the average price.
Subsidized housing is generally build by the province or feds, and the rent (generally) is subsidized to achieve "rent geared to income", and is often targetted to individuals that have circumstances that make it very unlikely they will be able to secure employment (in the near or long term) that would allow them to afford market housing.
My understanding is that the Revitalizing Regina Initiative wants to include a significant amount of
affordable housing. In many juristictions, there are municipally mandated percentages of affordable housing in any development, which due to the definition (below average cost) is not that difficult to achieve.
There are over 300 affordable housing units being built in 2011, by
private builders. Some of the builders are: CCL Homes, Silver Sage, Namerind, Habitat for Humanity, Soul's Harbour, Ehrlo. (I can't find the report to Council with the exact numbers...)
There are about a dozen organizations / developers that have expressed interest in the City's inner-city lot draw. Regina has a healthy affordable housing industry; I don't think they don't get enough good press.
