While there might not be much work going on now in Austin, construction is expected to resume sooner rather than later...

I was just thinking the same thing the other day - that the only good thing about the drought was that the project was probably running ahead of schedule.

I don't know much about the construction/financing process, but his explanation seems plausible to me. What do the rest of you think?
