I don't know if they ever will do that though. If demand increases they will maintain the limit on supply and increase prices. The only times the upper will be open for soccer is when there is an international friendly and if the Whitecaps ever make the playoffs (or we host a final or cup type game). Even in the playoffs they will probably maintain small supply and just double ticket prices.
You would think that the Whitecaps' first game in BC Place would be a major event and they would open the upper deck and sell tickets at a lower price for the one game only. You think it would be a big PR boost for PAVCO and the 'Caps if BC Place was completely sold out for the first game (it would generate a lot of buzz), but I bet they believe it would undermine the "legitimacy" of charging what they want to charge for tickets the rest of the season. They aren't even selling tickets in all sections for the first Lions game.
People turned out en mass for the opening day of the new Convention center, Richmond Oval, the Canada line, and Golden Ears Bridge. People are eager to check out new things in town. But the Lions and the Caps are more concerned about preserving their ticket prices at as high a price as possible and on the back of a taxpayer funded stadium, instead of providing entertainment for the general public in Vancouver.
