Um, Wal-Mart actually used to be in that shopping center. Then in 1995, K-Mart shut down across the street and Wal-Mart decided to move across the street 2 years later(which is where they currently are). Because of that vacant Wal-Mart space, Kroger moved from the west end of the shopping center to the east end(where Wal-Mart used to be). The old Kroger space sat empty until Virginia College came in and took over the space.
So in reality, there's been a lot of redevelopment at the corner of Drake and South Parkway. Playing devil's advocate, can you really blame Wal-Mart for wanting to get into a brand new building after being in locations where the physical buildings were 20-30 years old to begin with? Hell, Wal-Mart even took over an old K-Mart building and that almost never happens.
