You are pretty much right on the money with this criticism. In my experience the UDP does view different facade treatments to respond to solar orientation as a 'best practice' and one that is expected of new projects proposed for the city.
The City has thrown its support behind passive design as a central tool in making new buildings more energy efficient and ultimately carbon neutral. Currently this takes the form of the passive design tool kit, which the city created last year with the help of Cobalt Engineering, and general encouragement from each project's facilitator to the architects to have them consider solar orientation when designing their projects. The next tool is the requirement for rezoned buildings to meet LEED Gold certification with a minimum of 6 energy points. This all but forces high rise projects to take significant steps to mitigate solar heat gain through shading devices or lower window to wall ratios, which is where the recent profusion of spandrels on south and western elevations comes from. Alternatively projects can take a mechanical approach to meeting their heating and especially cooling loads through the use of ground source geo-exchange heat pumps, high efficiency HVAC systems, and, ideally, participation in an neighbourhood energy utility like the one up and running in SEFC. In the years ahead the Vancouver Building Code will likely be amended to require the mitigation of solar heat gain and energy performance comparable to LEED Gold for all new buildings, not just those that go through the rezoning process. The UDP members are aware of the existing policies and largely share the City's aspirations for making progress towards carbon neutral buildings and passive solar design is integral to achieving this. Plus the UDP has two professional building engineers in its composition and they take a leadership role in advocating for passive design and challenging applicants on their energy modelling numbers.
