The parkades tend to be mostly above ground because of the shallow soil and bedrock, plus it's a steep incline. The yellow building actually will front on the street behind it. The heritage protectionist movement has been around since the 70's, and is strong enough to prevent almost anything from being built downtown; heritage buildings (pretty much everything downtown) are almost never torn down to make way for anything else unless they are beyond repair. They also don't embrace the Vancouver model of letting the new styles compliment the old. Of course, all this stems from the whole loss of "our unique culture" thing which is pretty easy to understand. It's fair to say that downtown St. John's is unique and has some unique problems to overcome in terms of development, but there is also a record of mistakes, a lack of progressive solutions, and not a very high standard for modern architecture. Now it's supposed to be boom time, but not much is happening except for suburban type housing and big box developments, which is a bit sad.
I wonder if this is just strange enough to become a tourist atraction.

some height added. The ugly section is entirely new! It's not approved yet but the city likes this development and will allow the developer to exceed height restrictions and go as high as 30 or more metres!!!
