I like this quote from the blog ' Human Transit' that I think applies here, at least a little bit:
Now I know the route is circuitous and slow right now, and ridership would likely improve with a more limited stop service that doesn't meander too much, but at this point a BRT circle route is quite a leap of faith to use service hours for considering that as you make the route faster you start eliminating trip generators along its length. It would be a useful experiment to try of course, but I doubt the experiment would yield ridership to make the experiment permanent along the entire route except as a political vanity project.
For radial line to radial line commuters, the transfer to the circle route and back to the radial line while it creates a bit more capacity in the inner city, the loop line has to be really fast to be faster than going through downtown and transferring, especially on the time frame we are talking about which is when at least two subways will be done (maybe more subject to the study that is ongoing). That speed is also a function of headway - the loop headway has to be really low to be useful as well.

I could see portions of a circle LRT route being viable as the next major project after the six radial lines are completed and the NW-S is buried under 8th Ave. So some point around 2030. Connecting Chinook, Westbrook, and University stations on the South, West, and North West lines might be able to generate enough traffic, between the major destinations along the way and serving as a downtown bypass, to justify its existence. Studies would have to be worked on but what else are we going to work on after the currently planned routes are complete?
The route would go something like this:
Chinook Station on the South Line
Elbow Station @ Elbow and Glenmore
Rockview Hospital Station
Lakeview Station @ Crowchild and Glenmore
Mount Royal University Station
Then a choice between A or B routing
A
Richmond Road Station @ Richmond and 37th Street
Westbrook Station on the West Line
Spruce Cliff Station @ Spruce Drive and 37th Street
Foothills Hospital Station @ West Campus Boulevard and 16th Ave
B
Richmond Road Station @ Richmond and 29th Street
26th Street Station on the West Line
Foothills Hospital Station @ 29th Street
Then both would hit
McMahon Stadium Station @ west side of stadium
University Station on the NW Line
There are some other lines that might, depending on how studies play, be a higher priority but I hope we do not abandon rail construction as soon as we finish the six radial lines. If we move entirely to BRTs we might have a very hard time moving back or servicing redevelopment within the city's current built environment.
