I also agree with Nathan. Retailers like H&M, Lulu Lemon, Mountain Equipment Co-op, Chapters/Indigo, American Apparel, Urban Outfitters, etc. etc would draw people to them, no matter where they were in Regina.
To expand on that, I guess the thing is...Regina downtown would benefit with working to get those retailers/businesses that are not in the Regina market yet and get them to locate downtown (and especially those retailers that would only need one establishment developed in the city). If there was an H&M on scarth, I would totally go there. I already go to the Cornwall Centre and area when I am home. We just need to go on the whole "unique and different" shops downtown that are no where else in Regina.

That to me is the big difference about the big box areas and the downtown.
