It's 2010, and Surrey is probably a little above 400k now but that has not yet been measured. I consciously chose to cite the most recent measurement.
Watts and her council always and deliberately cite misleading population figures by borrowing the population of neighbouring cities.
She ought to be fined for misleading the public, maybe make her pay Abbotsford's interest payments on their arena... after all, the communities South of Fraser are indistinguishable... right? presto, 'Surrey' has a 7k seat stadium
