Time for Vancouver to Tear Down Its Viaducts?

Just curious what good would that do. So the viaducts would be taken down west of Main but Vancouver would be forced to keep them east of Main. Which is only about a block long. So people would drive up on to the Viaduct to have it end a block later.

I must be missing something.
