Here they might be government funded, but they're all things that the artists themselves chose to do. The government didn't say "make a mural depicting such and such", they just said "we want some murals downtown, something reflecting it's heritage, what can you come up with? We have money!", and the artists did what they thought was best.
I agree that the ones with scenes of historic industry and prosperity or with veterans have that sort of propagandistic look, but it is still art and someone was devoted enough to the concept of that image to take the time and paint it.
We also have a freewall, on the back of a business owned by a former city councillor, where graffiti artists can practise without vandalizing. Hopefully we'll have more in the future. It has produced some interesting stuff:
