IMHO, I don't think the World Cup will be hosted by Atlanta in 2018 - our rail infrastructure is inadequate right now for a metro population of 5.6 mil.
It definitely will be better in 2018 due to light rail being on the horizon.
However, the "bid committee" needs to see
concrete plans on how the region will improve its transit infrastructure by 2018.
The decision on which city will be the host in 2018 will be decided by year's end. Besides, residents won't be able to vote on a comprehensive transit/transportation plan until July/August 2012. It'll take at least 6 years to plan, implement, and construct a single light rail line.
I'm sorry to say, the "World Cup" train would have already left the station...
