That was really only removed due to the damage it sustained in the 1989 earthquake that forced its closure, and the government spent $6 billion upgrading other infrastructure around it. The mayor who decided not to re-build it was swiftly kicked out of office, as the rather large politically powerful neighborhood (ironically, Chinatown) strongly opposed that. It, however, was not vital infrastructure or a major way of moving goods and services.

Perhaps, when Vancouver is hit by the BIG one, it may not choose to re-build the viaducts depending what mayor is in power

But there is no justification to spend tens (or hundreds) of MILLIONS demolishing them.
