Looks to be too big for a water pipe.

Maybe an HVAC component? Part of a boiler or chiller?

I'm sure someone will correct me if I'm off base.

It's from the Port Authority's update.

Yes..It's a heat exchanger, for chilling or warming water/oil ect. ...i used to work with them in refineries

Don't believe the hype. Those are not chillers, they are defensive missile launchers. :^)

i was passing by the Manhattan Bridge on the Brooklyn side and i saw the freedom tower sticking up, its finally reached the skyline!

Maybe they're trying to beat the heat. Welding while it's damn near 100 degrees is pretty hard.

^I would guess that it is much more likely being done to control dust from some sort of excavation/demolition on the site.
