So yes, in the end we might still see a 2013 opening...especially if this is going to be a P3. The government will give the private contractor a deadline that they know for sure that they can meet. Relatively, the Evergreen is a small project...only a few stations need to be build, and most of it is either at-grade or elevated guideway. The bored tunnel segment would probably be done within a year or less if all goes well with the TBM.
A P3 will take just as long or longer due to the length of time it takes for the bidding process and to finalize the agreement which can be over a year.
From the expression of interest in 2003, it took 6 years to complete the project. From the shortlisting of the 3 consortia in December 2003, it took until Dec. 2004 for the TL board to approve inTransitBC. Then it took until almost August 2005 to finalized the contract.

Contrast this to the Millennium Line. From the time that the line was announced, it was only 4 years until it was operational.

I think you are mixing up $320 Million that has already been committed to Evergreen in previous budgets, versus the new $800 Million over the next few years that is being grabbed from ICBC in this budget. That new $800 Milllion is being laundered though 'general revenues' so it can be used to cover lower revenues from other sources (ie: lower Forestry tax revenues because those businesses are hurting).
It's too bad Gordo & Co. can't be up front and say "this ICBC grab is how we're getting drivers to pay for transit improvements", and explicitly add $800 Million to fund new transit capital projects.
You can bitch about over-paying for your insurance, or you could have a lower ICBC rates PLUS a new vehicle transit levy (based on the vehicles' gas mileage and annual distance traveled).
I don't think I'm mixing the $302 Mill with the $320 Mil. The $302 Mil was on this years budget. Unless they dropped the $320 Mil from before and put in the $302 Mil.

it was early cause they gave false dates imo
they screwed up the dates with the m-line and were months behind so probably tacked on some extra months to the canada line so they could say look how wonderful we are we got it done ahead of time vote for us

I thought it was more of budget issues, studies, evaluations, etc that caused delays. Hopefully they don't bog down the already snail's-pace progress on the Evergreen Line.
As for false dates... well... it seems that the Millennium Line underestimated the time that it took, while more recent projects have had their deadlines overestimated. It's true that it sounds better to stay on deadline rather than tp be late and then have the public speculate about potential cost overruns and what not.

Construction on the line was once supposed to start this year, but has been put off to 2011. The system is to begin running in 2014.
Re: the time taken to build, it seems to me that Millennium was somewhat simpler to build than Canada Line, with no tunnels or bridges. That would explain its cheaper cost per km as well as the time taken to build it. The Evergreen will be somewhere in between, with one big tunnel but a shorter line overall.

The Millennium Line took longer than expected because of a number of environmental appeals - particularly regarding the Grandview Cut and maybe Coquitlam River (?) (near Braid).
It does seem like a lot at first blush, even with the tunnel... I am surprised we are not getting an extra spur to the edge of Poco at this price. I guess it is a "Bi-Cities" line not "Tri-Cities".

"Tri-Cities" was never Tri-Cities to begin with.. it should be called "Tri-Cities and Bi-Villages" or something like that...
Now thinking of this... After Evergreen line, transit for Belcarra and Anmore would be equally as good as Poco (or better if you count as per-capita basis).. and Poco was used to be the transit hub before it was moved to Coquitlam Station... sigh...
