Notice of Commencement of Transit Project Assessment Process
Open House
The City of Ottawa is holding a Public Open House to provide information on the planned DOTT project, existing environmental conditions, the assessment of effects, and proposed mitigation measures. This is an opportunity for you to ask questions and share your comments on the assessment of this transit project. Your participation in this event, which will help shape the future of Ottawa, is important.

Background
The City of Ottawa is proposing a new 12.5 km electric light rail transit (LRT) line running from Tunney’s Pasture Station in the west to Blair Station in the east via a downtown transit tunnel. Thirteen stations are proposed, four of which are in the 3.2 km tunnel, while the remainder are situated along the at-grade corridor that generally follows the existing Transitway. To support operation of the line, a new maintenance and storage facility is also planned to accommodate a fleet of new electric light rail vehicles.
This project is identified as a priority within the City’s 2008 Transportation Master Plan Update, which recognized the need for a rapid transit facility fully separated from general traffic through Ottawa’s downtown, to accommodate existing and future transit ridership, while improving service reliability. The City has also carried out a study to determine the appropriate transit technology for the DOTT and future extensions to the City of Ottawa’s rail rapid transit network. Public consultations during the preliminary planning stage of the project were held on February 26, 2009, June 22, 2009 and October 26, 2009. In January 2010 Ottawa City Council approved the functional design for the project.
Process
The environmental impact of the DOTT project will be assessed according to the transit project assessment process as prescribed in Ontario Regulation 231/08, Transit Projects and Greater Toronto Transportation Authority Undertakings. Regulation 231/08 assumes that the rationale and alternatives to this transit project have been established. Accordingly, the Regulation allows the City of Ottawa, the proponent, to focus its efforts on the environmental impacts of the recommended plan.
A draft Environmental Project Report is being prepared which will identify the scope of the project, describe current environmental conditions and assess the environmental impacts that the design, construction and operation of project will have. It will describe measures that are being proposed to mitigate negative impacts and identify how the effectiveness of those measures will be monitored. Following the consultation period, the draft Environmental Project Report will be combined with the feedback the City of Ottawa receives from the public, government agencies, and First Nations to produce the final Environmental Project Report. At that time, a formal Notice of Study Completion will be issued. The final Environmental Project Report will then be available for a 30- day review period on the project website: ottawa.ca/tunnel. The Notice of Completion for the assessment will also include a number of locations to review a hard copy of the report.
A Federal Environmental Assessment under the Canadian Environmental Assessment Act will be co-ordinated with the Provincial process.
Members of the public, agencies and other interested persons are encouraged to participate actively in the transit project assessment process by attending the Open House or contacting staff directly with information, comments or questions.
