Especially in a nation that places a huge amount of effort into safety, labor issues, building codes, etc. Whoever is building this thing must be in a huge hurry. Maybe they are betting on the economy getting better sooner than later, and want the space ready to go ASAP (more so than usual).

Heron Unveils Plans for Heron Tower’s Restaurant & Sky Bar

Heron International, the leading pan European property group, today unveiled its plans for a spectacular Restaurant & Sky Bar that will be situated on the top three floors of Heron Tower. On completion in March 2011, Heron Tower will be a world-class office building and the tallest building in the City of London.

The slender glass and stainless steel clad structure of 46 storeys will be 230m (755ft) with mast. It is situated in the very heart of the City of London and is just 200m from Liverpool Street Station, one of the biggest local and international commuter hubs in London.

The Restaurant & Sky Bar together with external terraces will be situated on floors 38 – 40. They will sit 175m above Bishopsgate and boast unparallel views across the City and beyond. Tenants of the City’s number one business address as well as members of the public will be able to eat in the Tower from early in the morning until late at night. The Restaurant & Sky Bar, which is 13,423 sq ft (1,247 sq m), will be accessed from a dedicated entrance on Bishopsgate; two scenic lifts will travel directly to the 39th floor restaurant and bar entrance level. Ted Schama of leisure property agents Shelley Sandzer has been appointed to secure the very best operator for the Restaurant & Sky Bar.

Commenting, Lisa Ronson, Director of Heron International, said:
“Heron Tower will be the number one business address in the City of London, the financial capital of the world. As such it will need to cater for a wide range of tastes and be open 18 hours a day to meet the needs of those who are working in the financial capital of the world, straddled between US and Asia time zones. We are looking for an operator that has a proven track record in delivering consistent quality at the very highest levels.”

That last photo is fantastic. It's almost un-London like, it feels like you're looking at a different city.
