Number of floors, beyond an engineer's or architect's perspective, is a unit of height measurement, just like horsepower is for a car. Does a Mustang actually have 300 horses in its engine? Of course not. It is a lamens standard by which the power of the engine could be communicated to people that know nothing about how to measure power capacities of engines. And it is the same that by saying '1 WTC is 108 floors tall,' one communicates a generic idea about floor height relative to other buildings instead of saying '1 WTC is 70 standard floors tall, 12 double height mechanical floors tall, and 4 entry or service levels of differentiating height.' It's easier to say 'it's the [equivalent] of 108 floors tall' and be done with it.
Thats right. In the case of the ESB I did not mean the antenna. I did mean the tower atop the 86th floor. However...

I know you do not mean the antenna. The mooring mast is the tower atop the 86th floor. It does not contain enough room for rentable space because it is mostly occupied with mechanicals, stairwells and elevators. See how tiny it is? That's all the room they could allow for the 103 floor observation deck.

It's not unusual for official floor designations to be different from the actual floor count. Here's a similar look at the stacking of 7 WTC:

Great shots as always Carlos! Looks like they still haven't fixed the "oh —" yet... BTW, I'm really diggin the new W Hotel, it will almost be a duplicate of the Millennium Hilton which also have a phenominal view and looks over the WTC site but will in fact probably be better!

Not to resurrect a dead argument as I am sure I will, but where is the 1,402 ft 'roof' height coming from? All sources I've seen indicate a 1,368 ft parapet height.

As far as I can tell, that is the measurement to the top of the communications ring.

There was debate that if there are floors in the newer version of the communications ring, than the top of it should be the roof.

The construction looks like it's been standing still for a little while. Is it just the weather?

You guys need to relax. This tower will be under construction for a few years. Some times may seem busier than others, but the tower is under construction. Or take the advice I've given before and just check the thread once a month or so. The changes will be more visible than day to day.
