Vancouver's director of planning says he will be proposing that the city allow four new extra-tall buildings on its skyline, including one with a potential height of 700 feet.

Although Brent Toderian acknowledged that public surveys done recently show that Vancouver residents still cling fiercely to the idea of protecting views of the mountains, he said there was some tolerance for allowing the skyline to rise and fall the way the peaks and valleys do in the mountain range that forms the city's backdrop.

“We tested out the idea with the public that the skyline could vary a bit, like the mountains themselves vary,” he said.

That proposal is a minor revolution for Vancouver, which has fought hard for the two dozen “view corridors” that it created two decades ago as a way of preserving views. Those corridors have resulted in: a dome-like skyline for the city; shorter buildings downtown than in cities such as Calgary or Seattle; and a continuing debate about whether the view corridors are valuable or just creating a conundrum for architects.

Mr. Toderian said the four sites were chosen because they're at gateways to the city and because they are on the city's “ceremonial” streets.

The four include three on Georgia Street: the site next to the Bay, a parkade owned by the Holborn Development Group that also owns the Ritz-Carlton site at a potential 700 feet; a site in the northeast False Creek area; and the old bus depot next to the Queen Elizabeth theatre on Georgia, owned by the city. The fourth would be at Jim Pattison's Toyota dealership site on Burrard Street.

As part of the corridor review, initiated in April, the planning department surveyed the public. More than three-quarters of Vancouverites think “downtown development is contributing to the loss of important views” and “stronger action should be taken to protect remaining views.”

However, when people were asked to pick which change to the view corridors they'd be most willing to accept – narrowing the wider panorama views, raising the overall ceiling on downtown heights, or allowing just a few buildings to go higher – they chose the last choice by a significant margin.

That response led to Mr. Toderian's decision that he would recommend allowing the four new buildings.

“We did find some tolerance for limited changes that didn't challenge their values,” Mr. Toderian said. “They selected a number of taller buildings rather than tightening the view or raising the Plimsoll line.”

Mr. Toderian's report is expected to come to council in late January, where the public can respond directly to his proposal and where councillors will make the final decision.

The department's review will also create one new view corridor, this one aimed at protecting views of the mountains to the north from the waterfront plaza at the Olympic village.

Mr. Toderian's recommendation is being criticized by those who thought the city's view corridors were problematic.

“I think the whole exercise has missed the point entirely,” says architect Richard Henriquez. He said the study had originally been aimed at figuring out how to increase building capacity in the downtown, in order for the city to trade density for community benefits.

He wanted the city to set a new policy allowing unrestricted building into the view corridor, as long as building developers provided amenities to the city and created beautiful buildings.

Planning consultant Lance Berelowitz said the recommendations are a “modest move,” though not surprising in a city where people see mountains and buildings as opposed to each other.

Hmm Bay Parkade at 700 ft... interesting. The site should work well with the domed skyline look, it is also at a high point so it would look taller than 700 ft. Lets just hope Holborn doesn't bungle this project too.

I wonder what the NE false creek site is... I didnt think there was much wiggle room in NEFC with regards to viewcones, but maybe they have a different definition of NEFC than I do... The only site that immediately comes to mind for a tall building would be the space in between the viaducts earmarked for office space.

Interesting that they are talking about letting the Pattison Toyota site go higher, as before the height was only 400ft so that is a potentially massive height increase. Jimbo must be pleased... although I know the site's height is contingent on Pattison development getting the neighbours to sell, which they have refused to do so far.

I posted the details of this over in view cone study thread a few weeks back, little surprised the media is only writing about it now. Also I not be surprised if Holborn bows out of a few of its properties and lets another developer step in...

Yea, from what Jlousa posted awhile back, only the one site is specified at 700 feet, the rest are around 400-500 feet from what I recall. So really not a big difference at all.

Looks like Concord is asking the city for permission to return it's nefc property to a storage yard after the games. Only 70% of the items will return, they are asking to be allowed to keep it that way until Nov 30, 2013. They will cover the fence with a wrap, here's a pdf that shows the proposed wrap. No idea how the city will react to this, I have a pretty good idea how the neighbours will feel though.

F^ckin Concord. Is it 2013 or 5 years? They can't even get their communication straight.

And yes, the neighbours are already talking hiring lawyers. Kid gloves with the cozy (too cozy?) Concord/bureaucrat relationship appear to be useless.

Good news on the Bay parkade site - that'll provide a direct connection to the ticketing hall of Granville Station under Seymour. That's the way high density office development (and maybe hotel and residential) should be done.

WRT residents demands for a park - good luck trying to force a developer to develop its land. That's what development of the park is required by. (The Supreme Court of Canada recently ruled in the Quebec Wal-Mart closure case that you can't force a store to stay in business.)
CityGate residents have the park provided by their developer, BOSA - its right in front of them next to Science World.
Remember when International Village comprised 3 excavated duck ponds? That went on for several years.
What other sites have sat empty for years .... Tech Park come to mind?

The wrap will say "We're Proud To Support Team Canada" - they already have the banking hall wrapped.

Not an official Vanoc design - it's better than Canada Post though.

It shows the Bowler Hat RBC guy holding the torch and abstract triangles to represent mountains .

Excavation is also underway on the Provincial Housing Initiative project at Main and 1st...Excavator now on site! It was my fav out of all 13 PHI projects so I'm happy it's a go after the soil contamination issue!

agree F&CK Concord!........selfish bastards. can't they store that — elsewhere? look at the COSMO site how long have they left it like that a shanty town of trailers and construction material. They don't give a —.

and their bull — plan of using plastic covered fencing to screen the construction material. LOL......get a grip concord. build us our fricking park already.

in September of 2013 they will make up more — and ask for an extension for another 3 errrr ummm 5 years.

maybe add some more fencing LOL
