It was not as if they tore down the viaduct and replaced it with nothing (or just neighbourhood streets), which is being proposed by some here.
you're talking octavia boulevard?? because if so, that's exactly wrong.

here's a look at the 20 or so lots that'll be built out, notice both the gough onramp (the long one) and the fell onramp (the one on the left) will be completely replaced with buildings and parks and the like:
