Claridge will start Plaza 3 and 4 going after phase 2. They also have the approved portrait gallery deal which they've said has been changed to "something missing downtown Ottawa". That site will get a least one building. And then there's the Lisgar building which is very likely to go up. Plus they will built a least one more building at Lebreton in the next 5 years. So that's 5 only for Claridge, minimum.
The feds have called for 5 new buildings, 3 of which (imo) will go in the core. To cover that, Place de Ville will probably get a new one, Lorne bulding is a done deal and 150 Laurier is just about ripe to get off the ground and get the feds in. The 2 other buildings will probably go across the river or in the burbs. That's 3 for the feds in the core.
There's the Central Library in the works. Best thing to happen in the core, ever.
There's Central phase 2 just announced this weekend.
And finally the Bank of Mtl phase 2 on Laurier in my opinion will go up as well in the next five years. The plaza planned with it would be a great addition to the core.
Additionally, there's the Canlands site on Sparks, The Besserer proposal, 500 Preston and something on Bay street if I remember correctly. There's also the 2 towers proposed by Claridge at 801 Albert... we'll see. Also, with the recent condo frenzy, i wouldn't be surprised to see 2 or 3 other projects being proposed.
The sad thing is that there's a strong likelyhood that most of these will be goog old Ottawa style boxes, although the feds have done good with EDC. So who knows, maybe there was a change of guards leading to some more imaginative styles. Canlands will be a really ugly building.... i hope that doesn't go up or that the plans are changed. I would like the library designed by the same architects who did the airport.
So we could count on a minimum of 10 new structures in the next 5-10 years, and if everything goes really well, 15-18.
Having said all that, I'm crossing my fingers for new medium sized projects along Bank street leading a southward push for the core with more Central style developments plus taller buildings near the Queensway. The site of the bus terminal would be perfect for a few 20-story buildings full of civil servants.

Part of the feds' suburban strategy will likely include scooping up the Nortel campus in Kanata, and likely will be DND. That leaves what would then become the former NDHQ empty downtown.
Additionally, the feds will be using the Tremblay/St-Laurent property to build a new campus for another agency. This would free up a considerable number of floors in about 19 different downtown buildings.
