The entire route 28 south of Kootenay Loop to Joyce station is actually designated as common zone 1/2. So unless you have a zone 3 ticket, you do not have to upgrade while boarding the 28.

Technically, you can get from Metrotown to Joyce legally with only a 1 zone fare: take the #129 to Moscrop and Smith, then transfer to the #28.
