Depends on the project, in most cases they just build out the shell and theny find someone, and allow the restaurateur to come in and complete the build out to their specs.

so judging by the webcam the sidewalk in front of the convention centre appears to be open to the public now

edit. oops ok so after i zoomed in its not open yet lol.

I'm very impressed how the whole design fits with the waterfront, being harmonious and not intrusive.
Also, the Fairmont is now toped out.

agreed. it turned out much better than i was expecting.

from that angle, i like how the light masts look like the hull of a ship. almost like a shipwreck..

An outdoor place for dinning and coffee shops would be excellent.
Imagine this with the views of the Pacific...

I went inside the convention centre on Friday. It is done inside and looks really nice, at least what I saw then they told me to leave.
