If you mean the restarant on the west side of the convention centre then yes it has, and it's not far from completion.
If you mean the restaurant on the edged of Harbour Green Park next to the grand staircase, which I think is the one you are talking about, then no, the seaplane trailers are still there, they will not be able to start construction till after the seaplane terminal moves into it's new home.
March, the first convention is scheduled in April already, it doesn't look like the western restaurant will be done by then and the plaza might still have some minor work but the main building will be complete.
On an interesting matter, the roof was designed to attract birds, but when we had the snow covering the ground everywhere and the birds couldn't find food they began eating the plants on the roof of the convention centre, as a remedy they've installed a couple of dozen fake owls on the roof to keep the birds off until the plants are able to survive on their own.
I wonder if city council would ever expand skytrain subway to the Vancouver Convention Exhibition Centre? It would move people in an efficient way, and would give people and tourists an alternative in transportation other than car.

The original plan for Canada Line's Waterfront Station was to have an entrance at Canada Place, but it was axed to cut costs.
Well not the subway itself but a direct link underground possibly. (In fact i was wondering if that steel structure in the front was an entrance to the skytrain, hehe, dreaming...). Also i am surprised no one noticed the giant strawberry
