The property the Holiday Inn is on is owned by some private group headed by Mary Jane Caylor I believe.

She is part of Big Spring Partners which has helped with,
the canal by the Embassy, the roundabout and clock and the fountain by the VBC, They also are involved with the Holiday Inn property. It is a similar thing that Chattanooga did when they were re-developing their downtown, private investment type stuff.
