It most certainly does (the outer circle, but not the windows). Ate there 3 years ago, and it was certainly rotating.

And the Konica Minolta Tower...don't know if it revolves though, but does have a restaurant. And I thought these two were about the same height??

Loews Le Concorde in Québec City...L'Astrale Restaurant

Lethbridge, Alberta has a joint called Ric's Grill. Though the restaurant doesn't revolve per se, it is actually a pretty neat view with vistas of coulees (earthen hills surrounding river valleys prone to erosion; fairly unique to the area), the Rocky Mountains, and, of course, downtown (or lack thereof) Lethbridge. The restaurant is two levels, and the entire structure is around 15 stories high, I would guess. The interesting fact is that it was actually the city's old water tower. The two levels, dining and lounge, are actually located inside the rounded part that used to contain the water. Somehow they threw in an elevator shaft into the centre of what presumably used to be a spiral stairwell. I shall try to get a picture or two and post it on here.... It is, of course, due to it's location in Lethbridge/Southern Alberta, clad in huge billboards nowadays, including a couple massive Christian advertisements. Strange. Such an interesting (albeit a bit ugly) structure....
