As far as the cost of the Vic Ave. improvements, 300 million sounds like a lot to me. A brand new interchange doesn't cost more than 50 million (after doing some Google searches), so your numbers must be way off (unless you can get a source, or someone else can confirm it).
You are right about Victoria Ave. East though... They did have plans to make it a limited-access freeway. But those have all but been scrapped ever since Home Depot was put in. If it was planned better, maybe it could have been done. Heck, a lot of the East end could have been planned better. I suppose the new Trans-Canada Bypass is Plan B, and I'm sure once that is complete, we'll see a lot less heavy traffic on Vic. There is no way a freeway is going in there now though, especially with the new strip mall going in where Petro Canada and Robins used to be at the Vic Square Mall.

Not Victoria Ave. East, and that was a few years back, I'm sure I have an article somewhere about it from The Leader Post, but it could take months to find... bummer. Now I'm sure the bypass with 4 interchanges would be in the 750 million range. Construction costs keep inflating! But interchanges @ Vic., Arcola, Hwy 1, and east of Siast connecting Prince of Wales. Plus proper divided highway for 8 km between Vic. and Hwy 1 would be
extremely expensive.
2) Victoria Ave. East could certainly be expanded, not all interchanges are cloverleaves, parclos, and diamond interchanges as are the examples in Regina. I cannot find the exact term for the interchanges of McLeod Trail and Glenmore Trail, or a few of the interchanges along the Yellowhead in Edmonton but they have a single bridge, with a single intersection on top, all lanes converge there. If I can find a link or picture I'll try to post it or have a link available to you. Things are still possible on Victoria Ave. East. It's just tighter, and a little more expensive. For 100 - 150 million Victoria Ave East could probally be widened (Fleet Street to Quance Gate) as well as interchanges placed at the major intersections of University / Fleet and Prince of Wales, and a couple minors at Truesdale Dr. / Glencairn Road and maybe Coleman, all the other access and egress lanes could be directly tied into those interchanges. But the major issue on Victoria Ave. East is the stop and go traffic along the highway 1 cooridor, which could be still rectified as well as major, major beautification and landscaping projects along the roadway!! Also note the expansion in bedroom communities to the east of Regina, that should also count in Improvement projects
