No, that's accurate. Waterloo Region is composed of several cores. Waterloo and Kitchener have their respective downtown areas that predominate in those cities, but Cambridge is the result of the amalgamation of three smaller towns - Galt, Preston and Hespeler, in order of size, but without the clear central city like Kitchener and Waterloo. As a result, Waterloo Region really has five core areas.
It is probably better to compare city by city. Kitchener (the skyline most often shown) is approximately 200,000 people. I don't think it's skyline is particularly poor for a city that size, but it certainly pales to similarly sized Regina and Saskatoon.
If you look at the distribution of office space in Waterloo Region, the vast majority of it is suburban, largely due to it's office market being centred on the high tech industry. That's somewhat offset by the financial and insurance sectors, but clearly not enough.
