Well the exact cause of that IS the drinking ban. Think about it. Those people get loaded when they are home and drink as much as possible in order to avoid having alcohol taken away. If they could drink at the beach, then they wouldn't need to get wasted beforehand.
I would love to see drunken people wrecking property. Unfortunately, most people who wreck property are fully sober and completely retarded.
I have personally never been waken up by a drunk person. I have been waken up by someone shooting up in the park beside my building who started screaming and yelling.
